Assam Flood Control 2026: DVNA NEWS Visits North Zone, Observes Stronger Embankments and Anti-Erosion Works

Strong   Kak rcoi  river by Right Bank Embankment  constructed by SOPD -g scheme , 2025-26  in Lakhimpur , Assam.    Delhi voice news agency observes visiting North Zone Flood districts recently in July - August 2026 , observes that Assam's earlier most flood prone North Zone districts in comparison with upper and lower Assam ,  now seen as very less  flood  affected areas ( except  temporarily or one day  less  flood )due to several flood control funds and  schemes  for Brahmaputra and it's local tributaries , like  SOPD -G , ADB , state - Central fund etc. at the  initiative of  Chief Engineer Bhaskar jouti Sharma  , Assam Water Resources Department ,  local  District  Commissioner, District Ex Engineers of  Assam Water Resources department  and Assam CM.   District Water Resources  departments already have   implemented flood control projects and some underway process through control and anti -erosion schemes for  Brahmaputra and it's  local tributaries across Lakhimpur, Dhemaji, Dhakuakhana, Bishwanath Chariali and  Brahmaputra 's last point  Bangladesh border Mankachar districts in  North Assam  those are primarily financed through multiple funding machanism like    Central state fund , SOPD-G  , also notably the  ADB-- (Asian Development Bank)   supported climate Resilient Brahmaputra Integrated Flood and Riverbank Erosion Risk Management project  ($ 200 million baseline and  $ 182 milion last year approved additional funding ) , the central  Flood Management and Border Areas Programme(FMBAP) and the Brahmaputra Board execution allocations . (Sources  Assam  govt.Water Resources department ,ADB ).    DVNA NEWS  observes that , after  Gai river's of lakhimpur - Dhemaji most vulnerable devastating  flood in 2011 ,  government has sanctioned and implemented verious schemes to control Brahmaputra and it's tributaries . Between 2012 and 2026  flood  and erosion    management  across  Lakhimpur Dhemaji Dhakuakhana Bishwanath Chariali and Mankachar in Assam  involved  multi- phased anti -erosion  work embankment construction and watershed projects funded via the Brahmaputra Board and state level initiative like  the Climate Resilient Brahmaputra Integrated Flood and Riverbank Erosion Risk Management project according to Brahmaputra Board source.  NHPC    reservoir also protects    reducing flood  by holding back water from Arunachal Pradesh . Flood control department focuss  during visit  by  DVNA NEWS  journalist with water resources department staff and local people (1)In Lakhimpur and North  Lakhimpur flood control  development focus centred   constructing  strong  dyke or embankment  on Kakoi  river  Right Bank  and also repairing  vulnerable  Dykes along the   Subansiri , Ranganadi basins reinforcing  vulnerable embankments and managing drainage congestion control 🛂 aggravated by monsoon waves and upstream water releases.  ( 2)  Dhemaji and Dhakuakhana  flood water focuses from the northern rivers lika Jiadhal and  Brahmaputra tributaries  . Works included  urgent bank protection through  construction embankment  , parmenent  erosion  control constructing  zero bags , dykes on  Brahmaputra  under ADB fund  , state central  fund etc .raising  platforms and closure of localis breaches impacting  rural  connectivity and  agricultural  lands , (sources  Assam Water Resources department) .  (  3).  Bishwanath Chariali , centred  on inspection and shorting up vulnerable Brahmaputra river bank and local dykes ,     devastating  flood  such as Panpur - Bishwanath stretch to prevent high discharge erosion during peak monsoon spells.(4 ) Protection on Brahmaputra 's last point Mankachar south Salmara  district in North Assam. are seen with localised  boulders porcupine , permanent  and emargency black  geo bages  under ADB project and temporary porcupine protection under local  district funds ,  was observed during Mankachar  Bangladesh border Brahmaputra river last point  visit which was earlier most devastating flood prone district  but now  seen as normal  flood  prone  district while  visiting  with water  resources department engineers , local people.                               DVNA NEWS observes according to studies,  that  during last few years  the Assam state Disaster Management Authority (ASDMA ) and the central government sanctioned funds under the SDRF/ NDRF  to districts affected by the severe  waves of monsoon floods which impacted over 30 districts including North zone and Upper Assam regions, though specific disaggregated days exclusively labeled for a "North Zone " administrative circle varies by state reporting formats. //Overview of 2020  flood financial sanction in Assam including North Zone.// 1) State relief outlay :  the government released millions in Gratuitous  Relief And Fund for house construction and crop damage compensation. 2) Central Assistance: The Inter Ministerial Central Teams (IMCT)  evaluated as during the peak monsoon  of July --September 2020to release  Central shares 4) Distribution Channels: Funds were routed  through Deputy Commissioner to respective flooded revenue Circles for  immediate distribution.
