Punjab Employee Protests, Two Bills and Alleged Jantar Mantar Terror Plot: DVNA NEWS Observations

According to reports, the Bhagwant Mann-led Punjab government has moved legislation concerning contractual and outsourced government employees amid growing dissatisfaction among sections of the state workforce. Reports said the Punjab Cabinet had approved two bills aimed at ending contractual and outsourced hiring and extending a more structured employment arrangement to thousands of workers. The Punjab Assembly subsequently passed legislation providing for direct contractual engagement of around 26,000–28,000 outsourced personnel.

The developments come against the backdrop of protests by Punjab government employees and pensioners over long-pending demands, including dearness allowance (DA), service-related issues and regularisation. From the political perspective, these developments have also become a point of criticism and debate, particularly regarding whether legislative measures can reduce the pressure created by employee grievances.

The situation should, however, be understood separately from the security-related allegations concerning the Jantar Mantar protest.

Punjab Police Disclosure on Jantar Mantar

According to Akashvani News (AIR), on 5 August 2026, Punjab Police disclosed that two alleged ISI-backed cross-border terror modules had been busted and that investigators had uncovered an alleged plan to attack Delhi’s Jantar Mantar during a recent student protest. Police said members of the modules had travelled to Delhi with the alleged intention of carrying out an attack using petrol bombs but abandoned the plan after finding heavy security deployment at the protest site.

Punjab Police said nine accused, including four juveniles, were arrested during the operation. Police also reported the recovery of illegal firearms, cartridges and petrol bottle bombs. Investigators alleged that foreign-based ISI handlers were attempting to recruit local youth for terror-related activities, including surveillance and attacks on security personnel.

The allegation is particularly significant because the recent Jantar Mantar student protest had attracted substantial attention in Delhi. According to police, the alleged terror modules may have attempted to exploit the gathering to create violence or disturb public order. These remain police allegations and investigative findings, and the claims should be distinguished from the legitimate demands of ordinary protesters.

Wider Punjab Protest Situation

DVNA NEWS also observes, based on political and media material including BJP-related social-media content, that recent protests in Punjab have involved different sections of society, including government employees, sanitation workers and farmers. Issues reported in connection with these agitations include job regularisation, pending DA payments and objections relating to land-acquisition policies.

The protests and government response have at times resulted in confrontation with police and disruption in parts of the state. At the same time, employee organisations have continued to press the government over unresolved financial and service-related demands.

Security and Democratic Protest

DVNA NEWS observes that the alleged Jantar Mantar conspiracy raises a separate national-security concern. If the police allegations are established through investigation and judicial proceedings, the use of a public protest as a potential target for violence would represent a serious threat not only to security personnel but also to ordinary students, protesters, journalists and members of the public.

At the same time, security allegations should not be used to automatically characterise every protester or every protest movement as connected with terrorism. Genuine employees, farmers, sanitation workers and students have the democratic right to raise their grievances peacefully within the law.
