Dibrugarh as Assam’s Second Capital: Development, ST Demand & Power Politics

Dibrugarh’s declaration as Assam’s second capital marks a landmark joint decision of the state and central governments, backed by ₹1,715 crore worth of five major development projects, including a separate Assembly complex laid by Union Home Minister Amit Shah. Located in Upper Assam, a region dominated by Scheduled Tribe communities, the move has reignited demands for ST status by five communities, including Ahom and Adivasi, to protect culture, heritage, language, and identity. DVNA News observes that post–second capital declaration, ST recognition could also strengthen regional security, counter anti-national threats, and reshape political seat-sharing dynamics between ST and non-ST groups in Upper Assam.
